THE FDC WEEKLY MEDIA BRIEFING MARCH 14th 2022

INSECURITY IN TESO SUB REGION
The attention of the party has been drawn to the numerous murders and theft of cattle and other domestic animals in Teso sub region and the sloppiness of Mr. Museveni’s government in combating it.
Armed rustlers from Karamoja sub-region are wandering in Teso especially Kapelebyong, Katakwi and Bukedea districts murdering people and taking their animals. There are also cases of rape. This has been happening since January this year. People are being dragged out of their houses, shot or raped.
The number of soldiers deployed is not enough. For example on March 11th 2022, five soldiers were made to hunt down over 50 well-armed warriors. That is how a soldier Kagenya Simon got shot at.
The FDC would like to remind Mr. Museveni’s government of it’s constitutional duty to protect life and property. We will be sending a delegation to condole with the people of Teso and to file a comprehensive report about the situation. The government must compensate those who have lost life and animals and immediately deploy enough soldiers to deal with armed warriors.
RUSSIA INVASION OF UKRAINE AND ESCALATING PRICES
Mr. Museveni characteristic of his conduct again told a big lie last week that the Russian invasion of Ukraine is responsible for the escalating prices of essential commodities in the country.
He was attending a UPDF thanksgiving at Kololo Airstrip on Friday March 11th 2022
The truth of the matter is that prices have steadily been going up for months now. For example the price of petrol rose from Shs 3800 to Shs 5000 towards end of year and has never gone down. At the time, truck
drivers who had refused to pay for Covid test at the Kenya border were blamed.
The problem of truck drivers and Covid has since been sorted by fuel prices have remained high.
The lives of Ugandans so much battered by numerous Covid lock downs have been made even worse by escalating prices of commodities like sugar, soap, cooking oil and obviously fuel. Mr. Museveni if you have been sleeping and you were awoken by the Russian invasion of Ukraine, please know this problem has been ongoing.
You must now think of real measures to ease the situation. May be we may need to exempt some of the essential commodities such as soap and cooking oil from taxes in the short run. Something must be done and done now.
DRACONIAN LAND DECREES
The Forum for Democratic Change (FDC) condemns the latest Museveni land decree that sets up an illegal district security committee on land. Museveni announced that court orders on land will now be implemented by a district committee headed by Resident District Commissioners (RDC).
This committee comprise UPDF and Police. He also threatened to arrest members of his illegal committee if they
didn’t stop eveictions.
Article 99 of the Constitution under which Museveni is hiding states; 99(1) The executive authority of Uganda is vested in the President and shall be exercised in accordance with this Constitution and laws of Uganda.
The decree by Museveni tantamount to overthrowing of the Constitution. The FDC warns members of this illegal committee of the personal legal consequences awaiting them. These fellows can consult
former junior Lands Minister Aidah Nantaba.
FDC MOBILIZATION
The Forum for Democratic Change (FDC) is scheduled to hold sub regional conferences in northern Uganda under its post-election audit mobilization programme. The regional conferences are due to take place towards end of this
month.
The first such conference will take place in Nebbi on March 21st and will be attended by FDC leaders from Nebbi, Pakwach and Zombo. Arua City, Arua District and Madi Okollo.
On March 22nd, the party will be in Arua to meet leaders from Arua City, Arua district and Madi Okollo.
On March 23rd, the FDC will be in Moyo to meet leaders from Obongi, Moyo, Adjumani and Yumbe.
On March 24th, the FDC top leadership will be in Gulu to meet leaders from Gulu City, Gulu district, Amuru and Nwoya.
On March 25th it will be districts of Kitgum, Lamwo, Agago and Pader who will converge in kitgum
The conference for the districts of Lira, Lira City, Alebtong, Dokolo and Otuke will be held in Lira City on March 26th and the final conference during this league will be held im Apac for the districts of Apac, Kole, Kwania, Oyam and Amolatar.
We have so far held sub-regional conferences in Kigezi, Kasese, Mbarara, Busoga and Teso
